Does Sweden have a recreational use program?
No, Sweden does not have a recreational use program. Swedish law strictly upholds the fact that people cannot use cannabis for recreational purposes.
The Narcotic Drugs (Punishment) Act of 1968 made both possession and use of these drugs for personal use illegal.

Yes, medical cannabis is legal in Sweden. In 2012, medical marijuana became officially permitted, but with strict restrictions.
There are very few products available, and these need to be prescribed by a physician.
What are the rules for medical use?
The legalization of medical cannabis is strictly regulated in Sweden by the Medical Products Agency. Currently, just a few medicinal cannabis medicines are accessible, including Sativex and Marinol. These are offered only after a patient has tried every other form of treatment and requires a doctor’s prescription.
Even if a patient already has a prescription, pharmacies must obtain a particular authorization before they may provide them with Bediol, another medicinal cannabis drug. Usually, Bediol is offered for sale as oil.

However, CBD is only permitted to be sold in pharmacies with a prescription from a doctor because the Swedish Medical Products Agency has classed it as a medicinal substance.
To further guarantee their safety and quality, CBD products have to be manufactured and distributed following tight guidelines and criteria.
Is cannabis decriminalized in Sweden?
No, cannabis is not decriminalized in Sweden. Sweden has harsh penalties for growing, selling, and possessing cannabis. Small amounts of cannabis for personal use are usually punishable by a fine; however, larger amounts or proof of intent to sell can lead to jail time.
Cannabis possession carries a maximum sentence of six months in jail; cannabis sales carry a maximum sentence of three years in prison. No matter how many plants are grown, growing cannabis is prohibited and can land you in jail.
