Does Singapore have a recreational use program?

No, Singapore does not have a recreational use program and cannabis is illegal for recreational purposes under Singapore law. Possession or consumption of cannabis can lead to severe penalties, including a maximum of 10 years in prison, a possible fine of up to $20,000, and caning. Trafficking, import, or export of more than 500 grams of cannabis may result in the death penalty.

Does Singapore have a medical program?

No, Singapore does not have a medical use program.

While medical cannabis is generally not permitted, there are very limited exceptions for the use of specific cannabinoid pharmaceuticals. These pharmaceuticals may be prescribed as a last resort when all other treatment options have been exhausted and must undergo rigorous scientific review and approval by the Health Sciences Authority (HSA).

As of 2021, only two individuals with treatment-resistant epilepsy have been granted permission to use the cannabinoid pharmaceutical Epidiolex. Thus, Singapore maintains a very restrictive stance on medical cannabis, allowing its use only under stringent conditions and on a case-by-case basis.
