No, Rwanda does not have a recreational use program.
Does Rwanda have a medical program?
Yes, medical cannabis is legal in Rwanda. Rwanda made great progress in 2021 when it legalized the import, export, cultivation, and use of medical cannabis. Eleven years had passed since the Minister of Health’s 2010 proposal to legalize medical marijuana before this decision.
What are the rules for medical use?
Medical professionals in Rwanda can now prescribe medical cannabis without any limitations on the illnesses that can be treated with it. To write such prescriptions, physicians must be formally accredited specialists by the Ministry of Health.
But as of right now, the country’s prescription and medicinal use regulations are merely written down. Rwanda has not yet developed a medical marijuana industry or allowed patients to get access to it. Instead, the country has prioritized developing its export sector.

No, CBD is not legal in Rwanda. The legality of CBD in Rwanda remains unclear despite strict cannabis regulations. The country’s drug regulations don’t specify CBD or distinguish it from another cannabis derivative. This lack of clarity could put CBD consumers in legal danger.
Is cannabis decriminalized in Rwanda?
No, cannabis is not decriminalized in Rwanda. The cultivation, sale, and use of cannabis without a license are strictly prohibited by the Rwandan government.
A person found in possession of marijuana for recreational reasons faces a fine of between fifty thousand and five hundred thousand Rwandan francs, as well as a sentence of imprisonment ranging from one year to three years, according to the country’s penal code. The penalties for those engaged in the cultivation, distribution, and trafficking of cannabis are much harsher.
