Does Romania have a recreational use program?

No, Romania does not have a recreational use program. Cannabis is regarded as an illegal substance in Romania, which means that growing, possessing, and selling the plant are all forbidden. This is because the Romanian government is committed to fighting drug addiction and trafficking and has tough drug legislation. 

 

Does Romania have a medical program?

Although medical marijuana is permitted in Romania, the government has not presented legislation to make medical marijuana use legal, and there is no medical marijuana program in place.

Cannabis may be grown, imported, and sold for medical purposes, but only under strict government control.

Despite medicinal marijuana’s 2013 legalization, the drug is still considered high-risk and remains illegal in theory.

 

What are the rules for medical use?

Medical marijuana can be given to patients in the form of drugs, such as Sativex. Under government control, it is allowed to grow, carry, and sell medical marijuana. This legalization is only a formality, though, because there isn’t a medical program that people can join yet.

In 2019, a new medical marijuana bill was presented in the Romanian Parliament. It would expand the medical program and let people who are dying get cannabis flower, extracts, resin, and tinctures with a THC level of no more than 20%. The law is still just a draft in the Chamber of Deputies as of April 2022.

What are the medical program limits?

Despite being officially approved in 2013 for medical use, cannabis is still included in Table I of High-Risk Drugs and cannot be used for therapeutic purposes.

The 2013 limited medicinal cannabis law only permitted the use of plant derivatives with low THC levels (less than 0.2%). While Romanian doctors will not and cannot prescribe any form of medicinal cannabis, the government has made it clear that any cannabis, regardless of potency, will only be approved if a doctor from the EU prescribes it.

 

What methods of use are permitted under the medical program?

Patients receiving medicinal marijuana prescriptions may only be prescribed in pharmaceutical forms, such as tinctures, oils, or balms. It is strictly forbidden to consume cannabis flowers, either by smoking or vaping.

In Romania, CBD-infused soaps, lotions, and oils are also legal to purchase and sell as long as they don’t include THC.

Is there home delivery for medical cannabis?

There are no clear medical rules available.

 

Is CBD legal in Romania?

In Romania, CBD is allowed as long as the THC content is less than 0.2%. Products containing CBD, like oils and creams, are available nationwide at a variety of physical shops and online stores.

When buying CBD products, it is important to make sure that they follow the law and don’t have higher amounts of THC, as doing so could lead to penalties for having an illegal substance.

 

Is cannabis decriminalized in Romania?

No, cannabis is not decriminalized in Romania. The severity of the punishment for drug possession varies depending on the kind of drug; nevertheless, cannabis is regarded as a “high-risk drug” and possession of it has severe consequences, up to three years in prison.

One way to avoid jail time for anyone found in possession of cannabis for personal use is to sign up in an “integrated assistance program.” A 12-year prison sentence is possible for those who sell cannabis.
