No, Portugal does not have a recreational use program. In Portugal, it is against the law to grow, sell, possess, purchase, or smoke cannabis for recreational purposes.

25 grams of cannabis flower or 5 grams of hashish for personal use are allowed to be in your possession without breaking the law, though you can still receive a warning or a fine.
