Does Panama have a recreational use program?

No, Panama does not have a recreational use program. Personal use of cannabis including possession, production, distribution, and trafficking are all prohibited and subject to legal penalties.

 

Does Panama have a medical program?

Yes, medical cannabis is legal in Panama. The National Assembly of Panama unanimously approved a bill to legalize medical marijuana in 2021.

Two executive decrees were passed by President Laurentino Cortizo Cohen of Panama in 2022, legalizing cannabis and cannabis products for use in veterinary care, science, research, and medical use.

 

What are the rules for medical use?

El Programa Nacional para el Estudio y Uso Medicinal del Cannabis (The National Program for the Study and Use of Medicinal Cannabis) is a registry that qualifying patients will be added.

Every patient’s medical history, including information about the prescribed cannabis dosage, treating physician, and treatment frequency, will be entered into the registry. Medical marijuana products will only be available to patients through pharmacies with a license.

According to the most recent information available, it is not expressly legal in Panama to use, possess, or sell CBD products. The law does not, however, expressly address CBD as a distinct product from other cannabis products. Rather, cannabis is classified under the same categories as narcotic drugs and psychotropic substances under Panamanian law.

Though medical marijuana has been legalized, it’s crucial to remember that the law only refers to “cannabis for medicinal use”; CBD products are not specifically mentioned. As a result, there is legal ambiguity surrounding the use of CBD for medicinal purposes.

 

Is cannabis decriminalized in Panama?

No, cannabis is not decriminalized in Panama. The production and sale of cannabis illegally is still punishable by up to 10–15 years in prison, and home cultivation of cannabis is still prohibited by law. It will also continue to be illegal to advertise cannabis products.
