Yes, medical cannabis is legal in Morocco. Bill 13-21 establishes restrictions concerning several aspects of cannabis use for medical, industrial, and cosmetic purposes in Morocco. These elements include cannabis cultivation, importing of seeds, and exportation of finished products.

What are the rules for medical use?

The National Agency for the Regulation of Cannabis-related Activities, the nation’s cannabis regulatory authority, must grant permission for any cannabis-related activity before an individual or organization may engage in it.

A person must be of legal age, a Moroccan citizen, and a resident of one of the designated growing zones in order to apply for permission to grow and produce cannabis for industrial, medicinal, or cosmetic uses. Authorizations are renewed and good for ten years.

No, cannabis is not decriminalized in Morocco. Morocco has very harsh regulations and penalties for violations involving marijuana. Marijuana possession, sales, and cultivation carry penalties that might include jail time and fines.

Small-scale drug possession carries terms of several months to several years in jail; trafficking or larger-scale drug possession carries considerably severe punishments.
