The maximum punishment for producing or trafficking hazardous drugs is HK$5 million ($638,000) in fines in addition to life in prison. The maximum punishment for illegal drug possession, smoking, inhaling, consuming, or injecting is seven years in prison and a fine of HK$1 million ($128,000).

Having a pipe, instrument, or other device meant for smoking, inhaling, ingesting, or injecting a harmful substance is also illegal under the DDO. If found in possession of such equipment, a person faces a $10,000 fine and three years in jail.
